President Bush has not issued many vetoes in his nearly seven years in office, but that has changed in recent weeks. Mr. Bush started October by vetoing the SCHIP bill that would have funded national health care for low-income children. Despite angering many in his own party seeking reelection next year, the President said the bill would cost too much and include too many middle-income children in the plan.

Mr. Bush got out his veto pen again two days ago when he rejected a bill sent to him from Congress that would have funded the acquisition of dozens of new animals for the National Zoo. On Friday, White House Press Secretary Dana Perino said, “Look, we know those Asian bear cubs are cute, but there just isn’t any money in the budget for them.”

But the President wasn’t done yet. Yesterday he vetoed legislation that included funding for catering services for the upcoming National Elementary Children’s Achievement reception in Washington. When asked about why the President was passing on bills that passed through both houses of Congress with overwhelming support, Perino said, “It costs a lot of money to wage war across the world and we’re sorry if we have to take puppies, candy and medicine away from little kids to do it.”
